State guaranteed loans. Why Bpifrance uses Amazon services

Amazon’s cloud service, Amazon web services, is used to deploy Government Guaranteed Loans. This contract causes a lot of reaction and raises the question of national sovereignty. Bpifrance explains this choice by ensuring “keep the keys” of the entire system.

During the annual presentation of Bpifrance’s results, its managing director Nicolas Dufourcq explained, Thursday, February 4, the reasons for the contract with Amazon’s cloud activity, the Amazon Web Services and AWS service. The latter was used to very quickly deploy the guarantee platform for the establishment of loans guaranteed by the State at the start of the health crisis in March 2020.

This contract is widely commented on, even denounced, arguing a loss of national sovereignty and especially the possible open access to Amazon to sensitive and confidential data. For the management of our IT resources we go through calls for tenders. This is how we work with the French OVH, Microsoft but also Amazon. For the latter, the AWS service made it possible to launch, in less than 10 days, the secure system of EMP guarantees. A real miracle.

Regarding data security, Nicolas Dufourcq is reassuring. Like all of our other contracts, we have ensured server security. Amazon does not have access to any private or personal data and it is we who have the key to the entire platform.

Amazon partner of the big tour 2021

Nicolas Dufourcq, at the same meeting, also announced that Amazon was joining the advertising partners of their free events open to the public: the Bpifrance Inno-gnération – known as Big – and the Bigtour, its summer variation in France for promote entrepreneurship. The Big Tour is really Bpifrance’s DNA as close as possible to the territories, but this operation has a cost, two million euros. Amazon arrives this year in the many advertising partners. Like Orange, Microsoft, or STMicroelectronics during the 2020 Big Tour.

Questions about the digital accelerator
